Averies Recycling, who operated a plant in Swindon that was on fire for two months last year, has gone into administration.
The firm had operated the Marshgate site since 2008. The blaze began on 21 July and burned until 15 September 2014, when it was finally put out after 3,000 tonnes of waste was cleared to allow firefighters access. The fire cost an estimated £500,000 to tackle, the Environment Agency (EA) said.
Following the fire, Averies Recycling had its waste carrier licence revoked by the EA in December last year, and the firm was further ordered to clear 7,000 tonnes of waste from the site by 4 March, however removal work has yet to begin.
If the order is not met by the deadline, Swindon Council is expected to be faced with a £2 million bill to clear the plant.
A spokesman for the EA explained: “It is not the responsibility of the Environment Agency to clear the sites of waste. That would ultimately fall to the landowner if the company failed to clear the site of waste.
“It should be noted that the company has already received payment to remove waste but has failed to dispose of it.”
At the end of last year administrators Jamie Taylor and Lloyd Biscoe, of Begbies Traynor, took over Averies Recycling (Swindon) Ltd following an appointment in the High Court of Justice.
